D-biotin is water soluble vitamin, which belongs to the B-complex group of vitamins. It generally serves as a covalently-bound coenzyme for several carboxylases. It is an essential micronutrient required for normal cell functions and can be obtained both dietary sources as well as gut microbiota.

Per the Merck Index, 13th ed, biotin is readily soluble in hot water or dilute alkali; it is insoluble in other common organic solvents.In our labs, the basic solutions may be Trizma base, 2M ammonium hydroxide, or 1N sodium hydroxide.You can put the biotin into water, and titrate it with base until it goes into solution.
